Translation of a Dutch sentence.

I'm trying to translate the following sentence, but I'm confused by the separation of er, the verbs and the prepostions. Could someone please point me in the right direction?

Een goede vooral ook een indringende, voorlichting over de aspirant houders kan er naar het oordeel van de Commissie toe leiden, dat het besluit een hond of kat in het gezin op

A good and particularly insistent counseling of the prospective owners can, in the judgment of the comission, lead to better-considered decisions whether to add a cat or dog to the family. (Not the most elegant and not keeping the sentence structure 1:1, but the meaning should be clear. The 'er' is the object of the senctence "x leads to y" -> x leidt ertoe dat y, only that in the Dutch version y isn't a noun)

Yeah, naar belongs with ordeel: 'naar het ordeel van x' -> in x's opinion/judgement

With languages like Dutch and German, you can seperate something like"er naar toe" in some sentence structures. I never learnt Dutch or German "formally" so I can't tell you the rules when or how, sorry.

The interpunction in the sentence is pretty bad btw, maybe that's also why you're having trouble with it...
