It says something along the lines of "The society for keeping the traditions of the liberation wars of Serbia until 1918 assigns he certificate to James Buck for the extraordinary merits of keeping the traditions of the liberation wars of Serbia, and the gold medal of His Royal Highness Aleksandar I, confirmed by this certificate"
(Sorry for the awkward translation, I don't have a Serbian dictionary to check the exact translation for certain words so I wrote something more approximate.)
It's signed by the president of the society, but there is no way I can understand the script Cyrillic of the signature!!

Here are just a few minor changes: Association for preserving traditions of Serbian liberation wars until 1918/ grants the charter (assigns the certificate)/signed by the president Dragoljub Jurisic.

(What's interesting is that the part of the charter ('...with the gold medal of His Royal Highness...') is written in the Serbian Latin alphabet. Strange.)
