(As you know, I can talk about Irish not about Manx, but I'd be terribly surprised if they were different on this one.) Your guess seems perfectly OK. "The man was little and cold" woulkd obviously be Va'n dooinney beg as feayr; the "there is" construction goes badly with the definite article, I'd expect Va dooinney beg feayr.

I know very little about Manx, but the equivalent would be fine in Scots Gaelic.

Bha an duine beag fuar - The little man was cold

Bha an duine beag agus fuar - The man was little and cold

Bha duine beag fuar ann - There was a little cold man
Bha an duine beag fuar ann - The little cold man was there

I'm not good at all the grammatical terms, but it generally has to do with which bits are needed by the verb, and which bits can fit together as one element ('beag fuar' can't work as one adjective, any more than 'small cold' can).

(I'm sure you could make ambiguous constructions (Bha an duine uabhasach fuar is a bad one, to start off with), but that's true of many things)
