Fellow students of Manx (if there are any in this community) may be interested in Shiaght Laa - an academic radio program presented in English and, most importantly, in Manx. It is broadcast on Wednesdays at 6 PM GMT. Unfortunately, Manx Radio doesn't keep records of this program.

I expect clare is equivalent to the Irish clár, which earlier meant only "board" and is now used as well for "programme"

Silly me, I missed the second a in the program's name. It's "Claare ny Gael" and you are right.

Well, it may be a trifle off topic, but how do people usually happen to learn languages like this, with the number of native speakers being so miniscule?..

There's a movement for restoring the language. The current speakers of Manx are not native speakers, but luckily a good deal of linguistic data remains. There's even an actual Manx textbook available on Amazon.
