I would feel the same way. I hate to see animals in situations like that and wish people would take care of their pets. I've picked up strays and neglected animals before, sometimes with happy endings and sometimes with not-so-happy endings. In the end I'm not sure if it's best to leave them or take them in. If I were there and saw this cat, I would probably grab a carrier too and take it, because I can't stand to see an animal suffer or be in an unsafe situation. It bothers me too much.
