You can rent at No 1 Costume shop.

Not sure how much rental for just a hat though but I KNOW they have top hats.

Me and my friends are TRYING for cosfest. Which is in like...2 weeks i think? Yeah super rushed i know. So we're trying our best. Hoping NOT to half-assed anything. The good thing is we're trying for our own version of costumes so there isn't any concern for accuracy.
Haha we're so playing our licence for creativity card here. ^__^
