1. This is a friending meme specifically aimed at lurkers who want to branch out and aren't sure how to go about it. If you have more than 20 friends then this probably isn't the place for you. Unless of course you're here to adopt a lurker. Come in, and pick out a bright eyed, bushy tailed Lurker to take home and encourage along the path of recovery and rehabilitation! Lurkers are more than welcome to friend each other as well.
2. Lurker Rehab is an Adoption Center; it is not a forum or message board. If you see someone you like, simply reply to their posts with something along the lines of, 'We have some things in common, I'm going to message you and add you to my f-list!' and take the further friending and getting-to-know-each-other to emails, or PM's, or comment chains on either of your journals. This is to ensure that long comment chains of: “I also hate such-and-such ship, character, plot-point etc” do not scare people off. BUT THIS ALSO INCLUDES COMPLIMENTING SOMEONE'S REC/INTERESTS/ETC. THIS IS NOT FOR CHATTER. ONLY REPLY TO A FORM IF YOU ARE TELLING THEM YOU INTEND TO FRIEND THEM. PEOPLE RECEIVING COMMENTS WITH SUCH INTENTIONS, PLEASE ONLY TELL THEM 'THX' OR 'YES/NO' IN A PRIVATE MESSAGE OR SOMETHING. I'M TRYING TO AVOID COMMENT CHAINS, POSITIVE OR OTHERWISE. THX. ;]
3. As of right now, this friending meme is for the following fandoms: Supernatural, Glee, and Dark Angel (see Round 2 for Avatar the last airbender, Criminal Minds, and Star Trek XI). If there is another round of this meme at a later date, I might open a poll to see what other fandoms to add. If you're not in any of these fandoms, but would still like to adopt a lurker, then do so. Otherwise, I'd rather you not fill out a form yourself.
4. If you really can't stand waiting for another round, please /DO NOT MAKE YOUR OWN LURKER REHAB FOR ANY OF YOUR OWN FANDOMS/. I realize that no ideas are really safe to call your own once they're outside of your head, but I'd really rather not have people taking from this idea. Please and thank you for your understanding.

So who exactly IS Bill W.?
This might not be something you're all aware of, so I think the joke is mostly going over people's heads. Considering it was a while ago, not a lot of people in our generation know the phrase 'I'm a friend of Bill W.', which is referenced in the Lurker/Adopter form.
Before Alcoholic's Anonymous was really AA, the meeting places used to be a bit more hush hush, and the groups were always made up of 'a friend of a friend of a friend'. It ensured the privacy of its members. To make sure that wayward passers-by didn't interrupt a meeting, or didn't stumble into one, or that the AA folks were at the right place, a code was created.
People entering might be asked 'Are you a friend of Bill W.'s?' or, the person entering would say 'I'm a friend of Bill W.'s'. Since this is a 'Rehab' facility I've tried to make here (even in jest, I know), the opening line 'So tell me, are you a friend of Bill W.'s?' is a sort of nod to that code system used for recovering addicts. I know the joke isn't really funny if you have to explain it, but I figured it might be better if people knew anyways. :]
