In my opinion, crime is a chaotic element, while order (though at times flawed) is the positive element. Justice is a type of neutral element, because it works on both ends (yet at times it is flawed.) Crime being chaotic because as humans, we have a complex system (hence chaotic), and often crime can be associated with basic instincts repressed in our genetics from eons ago. The human is composed of 5 basic points, and 5 is an odd number. Even, of course, is the opposite. (Complete; 5+)
So in my opinion, crime is chaotic, order is balance and justice is neutral. (Incomplete; previously 6th sentence to above paragraph.)

Justice as the child of order and crime could work out very good! For order represents the balance of living and yet learning to control your rash behaviors, where as chaos would be letting your more primal, animalistic instincts take over, which will result into things like murder and rape, et cetera.
