Just so he doesn't feel alone, and because I don't know many others that do: I usually carry my wallet in my front pocket too, but for security reasons. It's statistically less likely to get stolen there. If my wallet can't fit in the front pocket, I don't wear the jeans/shorts/whatever. During the winter months, when jackets are wearable, I'll carry it in the front inside pocket of whatever jacket I have on. My favorite jacket (from scottevest.com) has a zipper on nearly all pockets, so you can put anything in just about any pocket and feel secure with it there.

Yes, security is a fairly major reason why he's kept it in his front pocket. We lived in DC for a long time, it just made sense. He could also start wearing a bra and stash his stuff there.
