There's always that curiosity - that wonder - what drives a person to be where they are? Brown and black are the most common Japanese hair and eye colors, but since the City has people from different worlds, and even different versions of worlds, I suppose it's more spread out.

That or some director decided to take advantage of the whole "mysterious Asian culture" ideas some people have and use them as a cash cow. You know, how Hollywood usually works.
