Ah, well... we had an event that sent the entire city underwater and turned most of us at least partially aquatic. Thalatte was in the form of a small, green fish. Thalatte uses the pronoun "we", so I'm not sure what gender "they" happen to be... I spoke with them for a little while, and then went to meet them. They were actually quite pleasant, and very friendly.
They also claim to have created all life - not just that in the sea, but on land, too.

1a. Since we cannot simply go by the 'eye for an eye' theory, we must consider the murderer first. Is he or she powerful enough to resist all efforts to make him or her submit? If so, then this is why we need the Animus- or at least a being of equal power- on our side. There is no other option- we need to be able to overcome these people's power. Once we are able to do that, then they must be restricted, confined, and rendered unable to use their abilities. Consider sensory deprivation or the use of certain drugs to dull their awareness. 7. This is not a law, but a suggestion. In order to form a more advanced society, there should be more than a mere police force. We need a governing body to regulate laws. We need a judicial system. And we need more public events- people have allied with one another, but they have not put their talents to significant use. A market place where those who can knit, forge pottery, cook- should be able to sell their wares and benefit from contributing to the rest of the community. What we have here is not merely lawlessness, but a system in which people feel that they benefit by keeping to themselves- the only feeling of unity is in the small circles of friendships people have formed.
