Ah, well... we had an event that sent the entire city underwater and turned most of us at least partially aquatic. Thalatte was in the form of a small, green fish. Thalatte uses the pronoun "we", so I'm not sure what gender "they" happen to be... I spoke with them for a little while, and then went to meet them. They were actually quite pleasant, and very friendly.

They also claim to have created all life - not just that in the sea, but on land, too.

1. Obviously, murder and severely injuring someone is condoned. And yet it still happens. Why? Because the consequences for such an action are little more than a slap on the wrist- even less so if one is powerful enough to get away with such acts, ie: Lucifer, Madara, other villains in the past. True, in Adstringendum, murder isn't as big of a deal, not when people can simply return from the dead. However, it's still something to be taken seriously, and should be treated as such.

1a. Since we cannot simply go by the 'eye for an eye' theory, we must consider the murderer first. Is he or she powerful enough to resist all efforts to make him or her submit? If so, then this is why we need the Animus- or at least a being of equal power- on our side. There is no other option- we need to be able to overcome these people's power. Once we are able to do that, then they must be restricted, confined, and rendered unable to use their abilities. Consider sensory deprivation or the use of certain drugs to dull their awareness. 6. Openly defying or attacking a police force member should be met with a higher level of punishment. We are here to keep the peace, to try and protect others- targeting those on patrol is an obvious ploy to leave citizens unprotected. Anyone caught purposely attacking an officer should be arrested.

7. This is not a law, but a suggestion. In order to form a more advanced society, there should be more than a mere police force. We need a governing body to regulate laws. We need a judicial system. And we need more public events- people have allied with one another, but they have not put their talents to significant use. A market place where those who can knit, forge pottery, cook- should be able to sell their wares and benefit from contributing to the rest of the community. What we have here is not merely lawlessness, but a system in which people feel that they benefit by keeping to themselves- the only feeling of unity is in the small circles of friendships people have formed. Good work, Monsieur. Pts. 4 and 5 will be up for discussion during our meeting on the 9th as they have an immediate effect on unit duties and organisation. Laws against stealing and murder are natural additions to any civilized society and I propose that we write them up outside public voting. As for the PCDs, we need a seperate article. The way things are now, misusing them is much too easy.

Your pt. 7 is, of course, an important observation. I believe that a network-based trading system should be created in addition to the market place.

Did you observe the containment of Madara? This is relevant to your pt. 1a in particular.

There's little more known. However, they speak over the network usually once a month, at times more. Thalatte has been revealed to the 'the fish' and she is generally benevolent. If you wish to speak to any of them, asking for her by name is the best place to begin.
