1. Obviously, murder and severely injuring someone is condoned. And yet it still happens. Why? Because the consequences for such an action are little more than a slap on the wrist- even less so if one is powerful enough to get away with such acts, ie: Lucifer, Madara, other villains in the past. True, in Adstringendum, murder isn't as big of a deal, not when people can simply return from the dead. However, it's still something to be taken seriously, and should be treated as such.

1a. Since we cannot simply go by the 'eye for an eye' theory, we must consider the murderer first. Is he or she powerful enough to resist all efforts to make him or her submit? If so, then this is why we need the Animus- or at least a being of equal power- on our side. There is no other option- we need to be able to overcome these people's power. Once we are able to do that, then they must be restricted, confined, and rendered unable to use their abilities. Consider sensory deprivation or the use of certain drugs to dull their awareness. The time frame would vary depending on the severity and justification of the murder committed, but if we can find a way to simply restrict criminals- as in a prison situation- then I believe there would be far less thoughtless murders.

1b. For those of lesser power, whom we are able to restrain, I suggest the same means. Confinement, restriction, for a set amount of time.

2. Thievery, likewise, should not be tolerated. There are many alternatives- the clinic, several food trees- there is no reason to steal from any other person. Perhaps the first time or two, the offender should simply be made to return the item(s) and apologize, but if the action persists, corrective measures should be taken to A) Find out the root of why he or she is stealing, and B) discipline the thief in another way. Again, I suggest the formation of a prison, if the action cannot be corrected with strong words and understanding.

3. Personal Communication Devices (PCDs) are the exception- if these are stolen from someone, every effort must be made to return it. They should be granted to anyone who requests for one- prison bound or not- but the use of them in prison should be supervised and regulated with caution. Speech over the PCDs should be monitored in general, and if dissent toward the police force or ruling faction is noted, the source should be discerned and dealt with accordingly.

4. The comings and goings of people to the Wastelands should be monitored. It's simply too easy for one to overestimate their power, meet a dragon, and be injured or killed- as well as the disappearances that have happened there recently. Obviously, there would be a massive commotion if people were suddenly forbidden from going- but the flow of people in and out of there should be controlled for their own good.

5. For the citizens who would care to listen, I'd also suggest a curfew. Many of the monsters in Adstringendum appear to be nocturnal, not to mention the vampires and those who would likewise hunt at night. It's for the safety of the people, as well as the peace of mind to their allies and friends. Those on patrol should be obligated to escort anyone home who is breaking curfew, unless the suggestion would result in a fight. We want to try to avoid fighting amongst ourselves at all costs.
