Well, as for armed forces, I'd guess that enlisted personnel would finish more often, and officers less often. Reason being, enlisted have orders that cover pretty much all circumstances. If they don't, then "what the officer says to do" is the default authority. Officers, OTOH, tend to make their own decisions. They're trained to do that, whereas the enlisted are trained to NOT make their own decisions
