Actually this is more an end of fall review because I dropped the few winter anime I was watching except Chihayafuru which is still ongoing

Personally, I got hooked by Psycho-Pass's universe pretty instantly, but the finale (well, and the resolution of most arcs) fell pretty flat. The series could have benefited from one more season or two to flesh out its world and its characters. I think it had a lot of potential that just didn't get exploited enough.
Akane's still the best thing about this (and she only got to shine at the end ;_; )
I liked a lot of the characters including Akane but I think they all ended up being mouth pieces for Gen's various ideas than fully realized characters. Don't get me wrong I felt the ideas presented in Psycho Pass were interesting (and the dialog was my favorite part of the series) but in the end the series left me disappointed and not feeling fulfilled.
But I am not really sure if I can blame it on the length because there are plenty of series with the same length that reach their full potential. I do think the world building (or lack of) created the series biggest problem for me.
I'm pretty much the same with the end of Psycho-Pass. I'm still having a hard time describing what felt off about the end, except to say "I wouldn't be surprised if they announced a movie or something".
The series ending didn't make me think sequel or to be continued but you certainly aren't the only one who thinks so. I see a lot of other people who also think the series ended that way because there is more to come. Well we shall see.
