I have to wonder how old these people are that your brother was hiking with. I'm going to guess mid-to-late teens, since it sounds like the old snipe-hunting gag, minus the snipe part. I remember that back in my youth summer campers thought this was a hilarious prank--fortunately, I was savvy/cynical enough to avoid that particular gag.
If they were adults, or knew in advance about his navigation difficulties, though, it's more inexcusable.
Even if, for whatever reason, they had a problem with your brother being on the hike, the time to ditch him would have been at the start. It is most assuredly "unprofessional" to lose one of your hikers--in dark or dangerous conditions, it's expected to have headcounts every so often, and if they somehow failed to notice your brother's cries for help, the next headcount should have triggered a search for him.
