The straps that hold my CPAP mask onto my head have been wearing out for some months now. Fortunately, the most expensive parts of the mask assembly aren't worn; even so, replacement straps cost more than $40 including shipping. Velcro is cheap. Couldn't you just replace that?

I suppose I could do so if I wanted to cut and attach new Velcro straps into the headgear. Have a look at this picture of the headgear. That's four Velcro hook-and-loops on the ends of the straps, all of which were wearing out. They're not individually replaceable.

Yes, that piece of headgear costs around $35-$40.

I'd just get some velcro and superglue it over the existing velcro.
