I know what you mean by the touch = feelings thing. I don't give out snuggles to people I'm not really really close to, and I feel uncomfortable when someone is too touchy with me and I don't know them that well - it's sort of like just meeting someone, and within a couple hours they tell you they love you. Rather disconcerting, even if you like them.
It actually gets me rather pissed when people are so touchy-feely and send mixed signals to others - it's happened too much to friends of mine, who are later crestfallen when the person who they thought was showing them some genuine affection ends up showing that same affection to someone else or gives them the "let's just be friends" line. To me, who sees physical contact as an affectionate thing reserved for more intimate relationships, it seems like leading a person on when you get cuddly and don't *mean* it in an intimate way.
Addendum to the touching thing: While it seems pretty common sense, you can do things such as kiss, etc. if it's known to be joking. For example, at BootyCon this weekend, around the end, we were trying to keep it quiet, and Cat-chan mentioned that she'd be quiet if we made out, then puckered up to me and we pecked eachother on the lips (*gasp*). Obviously it didn't mean anything, despite being something that might have sent mixed signals. But for this to work, it needs to be obviously a joke.
