Call me crazy, but your "house rules" sound like they could be tenant right violations. Seriously, I'd look into it.

Don't they? One of our neighbors has gotten his attorney involved, so we're in the 'wait and see' phase. We haven't turned the signed rules in (as advised by the neighbor), but we can only stall so long. I dunno. We'll see, I guess.

I'd check your city's web site for their tenant's bill of rights. LA's is pretty comprehensive, so I'd imagine that the other cities around here have decent landlord/tenant relations departments. And yeah, absolutely don't sign anything. :)
