Marvel hasn't been super consistent about this over the years (not that they're really super consistent about anything), but yes SHIELD is a UN organization.
I'd argue Bruce would have been great to pull in to consult on Extremis, to be honest. I mean how many other scientists in the world are going to have more experience in the general "We've messed with humans and now they're superhuman except with this teensy downside" arena than the guy who turns into the Hulk?
Maybe the implication of Bruce being there to listen to Tony blather at the end is that they called him in during that post-battle part that Tony voice-overed where in one fell swoop they fixed Pepper off-screen, and fixed Tony's chest, and all sorts of things.
(I've been interested in the fan speculation on whether "fixing" Pepper took Extremis out of her entirely, or whether it just fixed the "occasionally explode" problem, while she retains many of the superpowers; which also goes for the implication that Tony gave it to himself as a way of surviving the surgery on his heart.)
Meanwhile, I'm still wondering how that entire helicopter gunship attack on Tony's house could take place, with news 'copters covering it, and there wasn't even one F-22 scrambled and on the surviving helicopter's tail by the end of it.
Yeah, I don't see how it's possible for Bruce to get involved until after the Miami battle. I mean, Tony doesn't figure out it's people blowing up because they're being experimented on, not conventional bombs, until he's in Tennessee and gets into the AIM files, and there's not really any breathing room after that point. Even if he had an inkling before that, the only time it would have appeared would have been when Maya showed up at the house (he clearly remembers her, gives her full name to Pepper), and she's there less than five minutes before KABOOM

I was just struck by it because the movie shows us that they know the house is about to be hit, because news helicopters are in the air showing Tony's house on TV, and whatsername sees the smoke trail of the missile headed for the house.
You can't tell me that someone else watching that didn't, like, call someone to call someone to scramble a jet. (Because at that point, why assume the attack will be limited to Tony's house?)
