You'll need many other people which agree on the way to change something with you. You'll need a mass standing behind something - as a force to drive it forward as well as to make a single small act get on weight. Because many people do it too.
(Well, here often lies the problem... People cannot agree on something - cannot make the recognition collectively that something "works" or achieves the desired effect.)
I guess the politically-active and -interested Russians around here would tell you something like that too...
