Somewhere I saw speculation that's not Goku. But I don't remember where. I think it was one of the wtf communities, but not sure what one. I also don't remember who they were speculating it was, as I've paid very little attention to DB over the years.
Thing is, it also doesn't look like it belongs anywhere in DBverse, and it's a pretty damn lenient 'verse.
Bonus points if it's definitely not Goku, but they already made him a Japanese teenager going to an American high school (last I heard), so they're still pretty far in the negative numbers.
