Same here re LED light: it stays on and simply changes colour when the pen makes contact. I don't think I've ever used the mouse at the logon screen, for all I know I have the same problem there. I have come into the office to see a mysteriously unresponsive tablet, hadn't thought to check power settings there -- thanks for the pointer.
The main trigger I think I'm noticing is that Windows will stop responding to the pointer if I attempt to move it right after typing certain key combinations on the keyboard (usually alt-something). This is where things get odd: usually I can unplug and replug the tablet and everything's fine. Yesterday though, every time I did that the pointer would work for about 10 seconds, and then decide it had better things to do than move around the screen. I couldn't figure out anything I was doing in those 10 seconds to cause it to fail (other than moving the pointer, heh), hence my seeking ideas on other triggers.
Oh, yeah, and that fits with my not having seen the bug, since I use it primarily for artwork (when I am consistently at the computer,) and put it away otherwise.

On the plus side, I've never been charged extra for purchasing tickets on the train.
