Definitely looks like resist dyed cotton or linen to me.

I'm with you there. At first, I thought maybe it could have been made for the doll, to mimic decoration or lace. Then I remembered they didn't make stuff like that just for dolls, and the doll was usually a mini-fashion model.

I'm thinking this one might be more of a toy? The upper part of her gown is of solid yellow fabric which is different from the skirt.
