Unusual fabric?
Please take a look at this 18th century doll and tell me what is going on on her skirt?

Is that cotton? The craziest silk I've ever seen? I'll probably never know for sure, but it almost looks like yellow resist-dyed cotton. It's been a while since I was immersed in period dye/print techniques, but I've never heard of such a thing (I think).
