Gotta remember, Jim: we only want the appearance of tough security, not the expense of real security.

To this end, Homeland Security is going to spend $1.6M on installing really big "This country protected by Homeland Security" stickers to put on every major landmark in the US.

re FEMA: Well, some conservatives have wanted to kill FEMA for years and it looks like htey have gutted it enough to do so.

re port security: Who needs to check the containers when you have fingerprinted all the longshoremen?

Hmph. FEMA had finished studies on what needed fixing to protect New Orleans when Homeland Security called a meeting and told them that 80% of FEMA's budget was being taken away and given to HS, leaving FEMA completely unable to implement any of the fixes. (My brother was at that meeting). That FEMA is able to accomplish anything at all is amazing.
