You can argue all you want about who knew what when, but the record of Not Much Getting Done And People Still Messed Up from FEMA and the Feds since is disgusting.

When Katrina hit, I was amazed to see that Chertoff and Homeland Security came off so lightly, but no more; he's being grilled by Congress today and reports from a congressional investigating committee and one upcoming from the White house are going to say that Homeland Security (and FEMA) are rotten to the core on this one.
