Florida indeed, an hour ago, left $2.4 billion dollars sitting in a brown paper bag in an MIT classroom at the US Treasury, which will now be picked up by a janitor
California and other states for high speed rail funding.

Oh, we're going to pay. We voted to pay. You were getting almost the entire construction cost paid for and a guarantee of no future costs.
