Tomorrow at 9:00 AM it looks very much like the Florida Supreme Court will effectively order $2.4 billion dollars of Federal funds that would have funded high-speed rail in Florida to be transferred to California, New York, and a few other states for their high-speed rail efforts.
Perhaps if enough Tea Party Governors refuse to accept enough federal monies, California will no longer be a net exporter of federal tax revenue.
