Elections officials wanted to add more counting tables in hopes of keeping the recount from bogging down with frivolous ballot challenges...

The Emmer side threatened legal action if more tables were added...

Isn't this just a stalling tactic because the current governor is a Republican?

It could be. But it's not clear how it stalls anything. If Emmer chooses to have an election contest then he could, conceivably, bring this issue up (assuming he wants the entire Election Contest judicial panel to laugh at him in open court) during the trial. But that doesn't stall anything; either there is a trial or there isn't
once the Election Board certifies Dayton as the winner.

I don't think he can bring a separate lawsuit on this issue. But what do I know?
