I think this is the social equivalent of "When all you have is a hammer, everything looks like a nail." Since complaining to or bitching at the Taliban isn't going to accomplish anything, you bitch at the people who will pay attention to you.

The term is "displaced aggression." If the South Koreans wanted to exercise their hostility toward the Taliban in a healthy way, they could (for instance) put out bounties on Taliban members, or in some other way act against Taliban interests. They are obviously afraid to do so, so they attack the former prisoners -- which is contemptible, and will only earn them further contempt from other nations. And, of course, from the Taliban.
