So, my original query was just plain boring. I've decided to try

I don't equate Declan's quote to someone who wants to become a god, rather someone who believes they are fully a divine instrument.

If the intent is indeed that he is seeking godhood himself, I would recommend more use of the personal pronouns in his declarations. Or, perhaps, go with the "we", but leave out the part about doing it for the Regal.
