I'm wondering whether Torchwood would be pro- or anti-decimalisation. I suspect anti; in their British chauvinist way they'd probably regard it as some sort of new-fangled foreign idea and maybe the influence they presumably wield over HM Govt would result in it being delayed a bit?

It's interesting, isn't it? It's a bold move, certainly, and probably reflects a generational disagreement in the late 60s on the idea of war and peace. I think a lot of what we think of as Doctor Who's basic ideals didn't really come in until the Three era (not that the Three era gets much credit for this from some fans).
I wouldn't go that far, just yet - I have no idea how I'm going to explain away Sarah's 1980 remark in Pyramids... ;D
