Obviously, whoever wrote Finding the Galactic Internet, has never read any good science fiction, and lacks some ability to extrapolate from current trends. Charles Stross has in his short story, available online, MAXO Signals.

Let's just say that, shortly after discovering the galactic internet, the two scientists who crack the protocol and succeed in translating a fragment of it are from Nigeria...
