I've been trying to find this book for ages - -I remember specific scenes  but not much of the general story.

There was a haughty princess who loved hats  ( I'm guessing on this part I can only remember the next bit)

The princess rejected loads and loads of hat but a man sized lizard who was loved by oll the forest brought in an extraodinary hat and
