That whole outfit made her look like she was about to be naked any moment, especially odd for how much fabric it was made of, although this cap looks even more strange than the actual footage.

Is this her as Princess Astra? or as Romana II? and yes- she DOES rather look like - well... yeah... she put the dress on backwards maybe? (Dang! I had no memory that classic Who could be so risque!!! 'Course- she's got no cleavage to speak of here, but STILL.))
