Kind of, although they're not at all famous beyond YouTube (that I'm aware of anyway)
But there's a long tradition of this kind of parody on the UK, going back to before Weird Al was even born! Music Hall in the Victorian period is where it began, but it really took off with pop music in the fifties, Lonnie Donegan and his skiffle group and the Barron Knights in the sixties and the tradition has gone on right up to today with comedy acts like The Mighty Boosh and charting music acts like Goldie Looking Chain (who are also Welsh). And a legend of the comedy song is one Bernard Cribbins, who before he was Donna's grandfather was (and still is) a comedy god. /lecture! (Sorry, I'm a big fan of the comedy song, so I know quite a bit about the subject!)
