Sounds like your job is taking you for granted, and it is more than a tad cheeky to ask you to perform the job of third keyholder without the benefits/pay. More than slightly dodgy :-(
Sounds like you were unlucky enough to be hired in the middle of a management ahuffle, and there seems to be a lot of politics going on. I think your promised job might be a casualty, and it's not a reflection on your abilities but of their own weird power plays.
