As to the 0-9 thing - you probably know this, but it's a hack for the d100 mechanic; allows you to roll a 1-10 die as the tens digit and a 0-9 as the units. A full d100 is a pain to roll and usually horribly biased.
As the d10 was, early on, primarily used as a d100 substitute in this manner, dice convention has set in...

Surely just changing to D12, and using 10-12 as success as aposed to 8-10 actually lessens the odds of you succeding in a task...
surely using 9-12 would keep the odds about the same... or am I just being pedantic?

Of course I know about the percentile thing, but I've seen custom dice engraving from as low as 10p a face; surely it's not hard to mass-produce both 1-10 dice AND 0-9 + 0-90 pairs. And yeah, I have a true d100 and it's difficult to actually tell what face it lands on.
The odds of success on a 9-12 off a d12 are 0.25. For 10-12 off a d12, 0.33. Using d10s and 8-10, the odds are 0.30. So with d12s you can go either way, if you think WoD is slightly to easy to succeed at (like I do), you can use 10-12, if you things it's too hard, go for 9-12. But you're right in that 9-12 is closer to the original odds.

Thing is, it hasn't happened yet 'cause gamers are, by and large, traditionalists; the hobby stems from grognards.
And custom dice engraving is cheap now, in large part thanks to the commercialisation of rpgs and wargaming beyond the original, smaller, groupings. Back at the Lake Geneva sessions that roleplaying evolved from, not so much. (Materials science has really come on in terms of economy).
I'd say go for a set of custom dice yourself if it bugs you; but the industry as a whole is unlikely to shift any time soon because, well, there's a very definite sense of 'this is how it is done' - and because most players want to grab one set of dice and have them do for everything, as that's cheaper. Were it not for that, I suspect we'd see what you suggest.
