Duplicate your base. Set it to Screen at 50%.
Go to Image >> Adjustments >> Hue/Saturation. Increase the saturation to +60.
Not an adjustment layer.
Go to Layer >> New Adjustment Layer >> Curves. This part may be confusing, but for all of these, we'll be dragging up the bottom left hand corner point.
RGB:

0, 64
GREEN
0, 109
BLUE
0, 255
Set this layer to soft light.
Create a new layer and fill it with #D5D5D5 on Color Burn.
Go to Layer >> New Adjustment Layer >> Color Balance.
MIDTONES:
-46, -21, -20
SHADOWS:
-31, -8, -24
Leave Highlights alone.
Go to Layer >> New Adjustment Layer >> Gradient Map. Choose the black fading into white gradient, and check off the box "reverse." Set this layer on Soft Light at 40%.
Go to Layer >> New Adjustment Layer >> Selective Color.
