01. Prep the base, crop, sharpen (unsharp mask... settings: amount 50%, radius 2.0 pixels, threshold 5 levels - if at all possible, the unsharp mask... technique tends to avoid that unattractive oversharpened look), duplicate the base set to screen at 50%. Duplicate the base again drag to the top, set to soft light at 100%. (This will vary greatly from base to base, but the basic technique remain the same, it is just a matter of placing more screen layers and increasing the opacity for a darker image or further reducing the opacity of the screen layer for a lighter one.) Merge all and this becomes the new base.
02. New color fill/raster layer, fill with # 005AFF
set to exclusion at 40%.
03. New color fill/raster layer, fill with # C4FAFC
set to color burn at 100%.
04. New color fill/raster layer, fill with # BCFEB8
set to soft light at 100%.
05. New color fill/raster layer, fill with # FFE400
set to lighten at 20%.
06. Duplicate the base and drag to the top, set to soft light at 100%.
07. Layer > new adjustment layer >> brightness/contrast... settings: brightness - -25 contrast +23
08. Add any text, borders, decoration etc. Make sure the layer palette looks like this:
Merge all and you are done!
