Trouble with brushes in PSP 10.

I'm having a little bit of trouble with my brushes in PSP 10. And I've never had this problem with any other versions of PSP, so I'm not sure what's going on.
Ok, when I try to use the brushes on an image, it only shows up in certain places.
Example of what the brush is SUPPOSED to look like:
And this is how is shows up on the image:
I've tried it directly on the image, and also adding a raster layer. Still the same results. Like I said, I've never had this problem before, and I don't understand why it's doing it. Can anyone tell me what I'm doing wrong?
