1.
Sharpen your base as much as you need to. I'm using this one of Ben from Billy Talent wearing an awesome hat. Oh yes.
2.
Duplicate your base twice. Set the first duplicated layer (closest to your base) on screen at about 40% opacity (Depending on how dark your image is you might want to mess around with that opacity). Set the second duplicated layer on soft light at 100% opacity.
3.
Create three new layers. Flood fill the first with #00ffd8 on soft light at 100% opacity. Flood fill the second with #00072c on exclusion at 100% opacity. Flood fill the third layer with #ffdbbe on multiply at 100% opacity.

Paste in this gradient by me
on lighten at 20% opacity. And this gradient also by me
on lighten at 100% opacity.
5.
Duplicate your base layer and move the copy above all your layers, set it on soft light at 20% opacity. Then take this light texture
by
colorfilter and set it on screen at 100% opacity.
6.
Add text, borders, brushes, ect. And you're done. I'd love to answer any questions you have and I'd love to see what you've made.
