glowing text on gifs?

I'm not entirely sure of how to achieve this text effect. I realize that I could go about it the long way and add an outer glow, slight blur, etc. and adjust the settings for each frame to create a similar glow/haze, but I feel that there's another, easier and more direct way of achieving it. - make sure your font is white, and drag the text layer below all your colouring layers
- right click > rasterize type
- filter > blur as many times as you need. if it gets too blurry then you can always edit > fade blur
- put it on soft light, but not full opacity... it glows more later if you put it to 50% or something rn
- duplicate it a few times until you can see it better

i tried it on one of my gifs and got a similar effect, as long as the text was placed on top of parts that were dark and light. does that make sense? like as the gif moves, the text glows because it's softlighting on bright spots vs dark spots. i hope this helps C:
