I just inadvertently got roped into working on my business unit's website (not the corporate website, which is not quite as bad). I was always aware that the site was terrible. I mean, it's just ugly to begin with. They have a bunch of tables with an iframe in the middle, so you get the whole double-scrollbar effect that's so unusable. And

As for the matter of someone getting paid.. anytime the work's that bad, you can bet they got paid a lot more than whoever comes in and cleans it up. (Based on anecdotal evidence from worsethanfailure.com.)
