i used to fight with my roommates ALL the time over the heat, until a few years later it clicked in my head, their room didn't get warm, so they were always cranking up the heat.
I'm not sure, in part because I don't know which roommate it is, nor do I know the details about their bedroom. I've never been in one of their bedrooms, nor them in mine, so I just have no way of knowing. But I suppose it's a possibility--although, even then, I'd still be tempted to think 72 is too high? But I don't know how much of my thermostat-reasonability notions are personal preference, or if there's a socially accepted temperature. *shrugs*
I wonder if their room is colder? My heater does a crap job with my room, so I have to set it to 81/27. But really, if you're uncomfortable your roomie just needs to buy a jacket or space heater so you're both comfortable.
Do you guys pay the electric bill yourself? I'd phrase it that way, if so, and maybe ask them to put on another layer if they get cold, instead of cranking the thermostat. That's what I and my roommates do.

Depends on where you live! 72 is the ideal temp. for me, but I am anemic. I can't go much lower x.x. Maybe you should call a house meeting? Maybe you guys could reach a compromise.

We live in Michigan, and our heating bills are insanely high. I think I would flip out if someone had it set at 72.
