-eh, normally this would be the case...but the situation's more complicated than that. this was in new orleans, which has this sudden, absurd influx of mexicans, lots of them illegal. they're catching them and shipping them back out by the truckload (busload? however they ship illegal immigrants out)...this is something that's never been an issue before, so this (by "this," i mean the illegal-immigrant-hunting people raiding neighborhoods) has never happened. anyway, so the car was registered to somewhere random in south texas and apparently dead-ended there. my mom said the police said this was the third time that day that this happened.

Wikipedia says it's most common in adults in areas that are dependant on relief aid, and so probably are not in a position to recieve the gift basket. :/
