I almost did a little jig in the outfitter store last night - I found cycling specific waterproof *rummages around for the correct term* over-trousers, without having to sacrifice a leg in order to finance the purchase, thereby negating the utility of two legged trousers. :) The ankle is reinforced against chain wear, and they snug in at the ankle. Now if they'll just stay waterproof for a couple of years...
(for winter cycling, I wear a lining layer, then polar fleece, then a waterproof/windproof layer)
