I don't think you even need to dissolve the jello. I'd just whip up the coconut milk as normal, and slowly add the jello powder until it tastes right.

You don't think it will come out grainy?

I'd imagine the moisture in the coconut milk would dissolve it well enough. I'd worry that if you dissolved the jello in water prior to adding it to the coconut milk, that the frosting wouldn't set right.
