He means the best (or something close), but seeing this is *America*, I want mass confusion, misunderstandings, a few disasters, some general crazy, and a bit of facepalming. I want, though, America not to be in love with England. If many people assume he is and it makes for some hilarious/dramatic complications, though, that's awesome.
Summary: France has fallen for England but thinks he'll have to get around America to get to him. America, in reality, is all for setting the two up. Of course, this is America we're talking about. (author's summary)
