Francis and Arthur are having a healthy relationship; Arthur accepts quickies in the restroom during meetings to keep Francis happy, and Francis keeps down his sexual lusts to have quiet tea-days with Arthur.
One problem: them being so happy pisses everyone else off.
Like - Alfred can't stand seeing his dad spread legs for the Frenchman. Canada finds it annoying Francis only flirts with Arthur now. Ludwig's uneasy about two former allies being so close.
..and whatever you can come up with! I just want to see Francis and Arthur all happy and oblivious to the annoyed nations.

And what can Germany say to that? (Actually, he's just about ready to toss each and every one of them into the Rhine, mediation be damned--starting with America.)
He nearly looks to Hungary for help, stops himself just in time--his brother would never let him hear the end of it.
He is, to be perfectly honest, a little concerned by the unexpected rapprochement as well. France and England have been nominally at peace for over a hundred years, but it is only lately that reality has begun to overtake print, and England is no friendlier to the Union than before. Germany has been meaning to broach the subject with France, but the usually open-booked nation seems to have suddenly become busier than he has been in decades.
